Layers of dead plant material will attract harmful insects, and it will also prevent water and nutrients from getting to the plant roots that need them. At the sight of dead grass, do not think that the way to fix it is by watering. Over-watering your lawn or garden can cause damage to the plants and soil, and too much water will also attract pests.
